據此，鄭運鵬表示將提案修法，提出《電信法》第八條修正案，規定外來境外電子商務違反國內法令，經目的事業主管機關通知限期改善，屆期未改善者，目的事業主管機關得通知電信事業停止其電信服務。另外增訂《著作權法》第八十四條之一，著作權人得聲請法院令網際網路服務業者封鎖該 IP 位址或網域，並令台灣網際網路中心(TWNIC)不得解析該網頁。
提案消息一出，科技資訊界立即出現大量反對意見，資深工程師TonyQ（王景弘）在臉書貼出該草案的提案公文，批評連署立委「這群人敢碰著作權法，以後只要網站上有使用者被判決是盜版，就可以直接封掉一整個 ip 或網域。」並呼籲大眾應該一同反對這種輕率的草案，「我們不願意給法院封掉網路的權力」。
